After COVID-19, the most vigorous fiscal and monetary response ever seen, regional wars, turbulence in energy and food markets, and the largest surge of inflation in decades, the world economy seems on its way to a soft landing. Inflation is approaching its target in major economies and is close to pre-pandemic levels. Monetary policy has already moved past its pivot, and policy easing is projected to continue. The October 2024 Fiscal Monitor offers important insights on public debt and deficits in the world economy. It focuses on medium-term prospects and risks. The bottom line now is the time for a strategic pivot in fiscal policy.

The purpose of these guideline is to inform key issues that create barriers for women and girls with disabilities in development programs, as well as provide an understanding of strategies to empower women with disabilities in their roles as community members, family members, workers, and leaders in all aspects of society. This guideline is designed to be practical with an outline of critical issues to address for women and girls with disabilities across all development work. A range of sectors is then identified to provide a more detailed and systematic approach to gendered disability inclusion approach in projects and program design, implementation, monitoring and review. Sector guidelines are provided for the social sectors of education, health and social protection.

FISCAL DECENTRALIZATION REFORM IN CAMBODIA

The objective of this report is to review Cambodia’s progress with fiscal decentralization since the passing of major decentralization legislation in 2008 and commencement of the National Program for Sub-National Democratic Development, 2010–2019, extended to 2020 (national program). The review focuses on progress over the past 10 years since enactment of the Law on Administrative Management of the Capital, Provinces, Municipalities, Districts and Khans (Organic Law, 2008), and the identification of opportunities for future reform. Given the extended association of the Asian Development Bank (ADB) with decentralization reform, the report will inform future ADB operations and should also help foster broader policy discussion. Fiscal decentralization is defined as having four core pillars: revenue, expenditure assignments, intergovernmental fiscal transfers, and subnational borrowing (though subnational borrowing is not yet permitted in Cambodia and is therefore only briefly touched upon). The report focuses on fiscal decentralization because ADB has targeted most of its support for decentralization in Cambodia in this area, and also because progress with broader decentralization reform is closely linked to fiscal decentralization reform.

CAMBODIA’S CROSS-CUTTING REFORMS

Reforms have been ongoing. D&D reforms were initiated in the early 2000s. They aim to make service delivery more responsive and accountable to citizens through strengthening local democratic institutions and increasing citizen participation. The Public Finance Management Reform Program launched by the Ministry of Economy and Finance in 2004 has strengthened tax revenue administration and improved budget preparation processes and management at the central level, resulting in less variances and better budget execution. Reforms to PA gained momentum since 2014 and have led to much increased civil servant salaries, particularly at the lower end of the pay scale. Payments are now made electronically and on time through bank accounts, ghost workers have been curbed, and salary scales have been simplified and rationalized. Overall, the wage bill has increased to 7.7 percent of gross domestic product in 2017 (up from 4.4 percent in 2010).

It was posted online on UNDP platforms and social media and shared with various youth organisations, associations, and networks.

Road Traffic Accidents in Cambodia

Road traffic accidents are a leading cause of death in Cambodia. An average of 5.4 people die every day from traffic accidents in Cambodia, making it the sixth leading cause of mortality, greater than all deaths from HIV/ AIDS. As a middle-income country Cambodia now faces the mortality and morbidity challenges that come with increased levels of prosperity.
Road traffic accidents impose a major economic burden. This report re-estimates the cost of road traffic accidents in Cambodia for the first time in 10 years and finds this to be $466.8 million for 2019, equivalent to 1.7% of annual GDP. Of this total cost, 88.8% is due to loss of life and associated lifetime earnings.

ADB assisted the Government of Cambodia in implementing its Rectangular Strategy – Phase IV. In 2023, ADB committed a total of $90 million in lending to support efforts to strengthen public sector management at the national and subnational levels through improved governance and financial management. A $100-million loan was also provided to help Cambodia develop its pool of skilled workers in response to changing industry needs. ADB secured an additional $25 million in cofinancing to support the program.
ADB committed over $3.93 million in technical assistance to improve domestic resource mobilization, offer solutions on the impact of heat stress on workers, improve the efficiency of project implementation, and support for the implementation of
the government’s new Pentagonal Strategy Phase I, 2024–2028.

The report provides a broad analysis across 42 countries of the institutionalization of policy evaluation, its quality and use. This systemic perspective allows for a full discussion of how evaluation can contribute to the policy cycle, as well as an overview of the policy tools that rely upon evaluation, such as budgeting and regulation. This National Strategic Plan aims to achieve a long-term vision for Cambodia — every person is to have an identity. This will require building a modern, permanent, universal civil registration system (CRVS) that will generate reliable vital statistics and an integrated population identification system (IPIS) that will ensure that the country has a single reliable source of information about individuals and population. Building these systems will eliminate the necessity to develop parallel systems for population identification, thus ensuring the efficient use of resources. The NSPI foresees that each individual will be assigned a personal Khmer Identification Code (KIDC) at the moment of birth registration and will carry this code throughout his or her life. Individuals will be uniquely identifiable by this code when receiving services from the public or private sector.
Implementation of the plan will ensure that every person has a single, life-long identity.

Social Protection System Review of Cambodia

In 2017, the Royal Government of Cambodia published a new Social Protection Policy Framework (SPPF), providing an ambitious vision for a social protection system in which a comprehensive set of policies and institutions operate in sync with each other to sustainably reduce poverty and vulnerability. The Social Protection System Review of Cambodia prompts and answers a series of questions that are crucial for the implementation of the framework: How will emerging trends affect the needs for social protection, now and into the future? To what extent are Cambodia’s social protection instruments able – or likely – to address current and future livelihood challenges? How does fiscal policy affect social protection objectives? This review provides a contribution to the ongoing policy dialogue on social protection, sustainable growth and poverty reduction. It includes four chapters. Chapter 1 is a forward-looking assessment of Cambodia’s social protection needs. Chapter 2 maps the social protection sector and examines its adequacy. An investigation of the distributive impact of social protection and tax policy is undertaken in Chapter 3. The last chapter concludes with recommendations for policy strategies that could support the establishment of an inclusive social protection system in Cambodia, as envisaged by the SPPF.

The main objective of the annual agricultural survey was to provide data on the temporal agricultural situation in the Kingdom of Cambodia to be utilized by planners and policy-makers. The sampling approach for the CAS 2020, relied fully upon the sample from CIAS
2019. Due to the ongoing pandemic and safety and budgetary constraints, it was not feasible to conduct a household screening activity. As such, the CIAS 2019 sample was recycled in a panel approach and utilized for the CAS 2020. The CIAS 2019 used statistical methods to select a representative sample of Enumeration Areas (EA) throughout Cambodia from the 2013 Agriculture Census Sampling Frame. Households within these EAs were screened for any agricultural activity. Using this basic information, the agricultural households would be stratified and sampled for additional data collection. Because this effort focused principally on the household sector, a limited number of juridical holdings were encountered in this process. A juridical holding refers to an enterprise operated by corporations, cooperatives, government, or private institutions. A separate data collection effort focusing on juridical holdings was conducted at a later date, focusing on listings of non-household agricultural operations provided by the Ministry of Agriculture, Forestry and Fisheries

How Immigrants Contribute to Developing Countries’ Economies is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The report covers the ten partner countries: Argentina, Costa Rica, Côte d’Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The project, Assessing the Economic Contribution of Labour Migration in Developing Countries as Countries of Destination, aimed to provide empirical evidence – both quantitative and qualitative – on the multiple ways immigrants affect their host countries.
The report shows that labour migration has a relatively limited impact in terms of native-born workers’ labour market outcomes, economic growth and public finance in the ten partner countries. This implies that perceptions of possible negative effects of immigrants are often unjustified. But it also means that most countries of destination do not sufficiently leverage the human capital and expertise that immigrants bring. Public policies can play a key role in enhancing immigrants’ contribution to their host countries’ development.
The aim of this document is to build national statistical capacity and to establish an efficient and durable national agricultural data collection system.

The use of digital banking has grown significantly across the globe, mainly due to high rates of internet penetration, widely adopted mobile devices, and increasing customer demand for digital financial services. This document focuses on review of the digital finance landscape and the impact of digitalization on financial institutions, banking regulation and supervision in the digital era, and risks and mitigation measures for more digitally integrated regional financial markets.
The primary objective is to provide up-to-date estimates of basic demographic and health indicators. Policy Guidance on AI for Children

It then considers the range of ways in which AI systems impact children today, which are illustrated by use cases or examples that highlight the key opportunities, risks and concerns. Bearing in mind the need to uphold human rights, and drawing on the Convention on the Rights of the Child, the foundations for child-centred AI are presented.
AI policies and systems should aim to protect children, provide equitably for their needs and rights, and empower them to participate in an AI world by contributing to the development and use of AI. Building on this foundation are nine requirements for child-centred AI, complementing key work already underway, but with a central focus on children.

The COVID-19 pandemic has been for almost 2 years. As a consequence, the human cost during the pandemic has been notable; as of January 7, 2022, total cases of COVID-19 have been almost 300 million by which the deaths have been around 5.47 million. However, in the act of fighting against such disease, as of January 5, more than 9.1 billion vaccine doses have been scattered globally. In regard to the economic impact, it has been significant, affecting almost every sector, including the civil aviation. In 2020, global airline losses were around $137 billion; though, such losses have been reduced to around $51 billion in 2021, reflecting significant recovery. average growth rate of above 7%. The country attained lower middle income status in early
July 2016. The poverty rate declined significantly from about 50% in 2007 to 13.5% in 2014.
The greatest reduction in poverty was in rural areas, but most people who escaped poverty did so only by a small margin. More than 70% of Cambodians still live on less than $3 a day and remain vulnerable to falling back into poverty

Cambodia Environment Outlook

Cambodia is predominantly a low-lying country that occupies the central plains of the lower Mekong basin and is bordered on three sides by dense forested mountainous ranges. Forest in Cambodia tends to be located on the country’s periphery while paddy cultivation is the norm to the lowland areas. Forest is one of the most important economic and environmental resources of the country and an important source of government revenue and employment for the local people. Cambodia’s forests provide a variety of timber and non-timber products such as wildlife, fuel wood and medicinal plants. About a third of Cambodia’s forests (all of it in the evergreen category) are considered commercially attractive (DFW, 2003). Cambodia’s location in the tropical monsoon zone accounts for marked biological richness of the forests.
Complex interrelationships exist between the country’s forest cover and unique hydrological systems of the Mekong River and Tonle Sap Lake.

Investment in additional generating capacity and grids that is both sustainable and cost-effective will be the biggest challenge in meeting the expected growth in demand of the power sector in the Association of Southeast Asian Nations (ASEAN) countries. At present, both the availability and the affordability of fuel supply are being prioritized over environmental sustainability; hence fossil fuels, particularly coal- and gas-fired turbines, dominate the fuel mix. Efforts to use energy resources effectively are hampered by the uneven distribution of these resources and different levels/rates of investment and economic development among ASEAN member countries. Sufficient financial resources, enabling governance environments, and regional co-ordination are critical drivers for reliable, sustainable and affordable power systems.

Pathways to Paris: Association of Southeast Asian Nations (ASEAN) Technology and Policy Options to Reduce GHG Emissions

The world is facing a serious threat from global climate change. In the Paris Agreement, 195
Nations have agreed to national greenhouse gas (GHG) emission reductions as a first step toward limiting the global temperature rise to less than 2 degrees Celsius (C) relative to the pre-industrial temperature. Reaching this goal will require a transformation of the global energy system over several decades. The Association of Southeast Asian Nations (ASEAN) countries face the challenge of reducing GHG emissions while at the same time expanding energy supply to meet the needs of their rapidly developing economies. To help them address this challenge, we use a variety of analytical tools—including country-specific, economy-wide models for selected countries—to understand the ASEAN countries’ emissions trajectory in both business-as-usual and climate policy scenarios. We also offer a discussion of policy instruments and technologies in the energy sector that can assist ASEAN countries in achieving their emission mitigation targets. This assessment is enhanced by collaboration with representatives of the ASEAN Centre for Energy (ACE). By maintaining an open dialogue on the data and policies incorporated in our projections and by providing all input data and tools used in our analysis in an open source format, we hope to enhance the capacity of ASEAN economies to analyze their pathways to meeting their energy, electrification, and emissions goals.
