Delivering the skills required for Cambodia’s clean energy transition (CDRI)

The clean energy transition presents a significant opportunity to create a dynamic new workforce for Cambodia, spanning roles from highly specialized urban planners to technical engineers. However, there is currently a significant skill gap. In order to address this, there need to be significant improvements in the coordination of technical education, skill development and planning. Without a proactive approach to skills development, there is a risk that Cambodia will forego the benefits that the clean energy transition will bring.

Climate change, environmental degradation and labour mobility in the ASEAN region (ILO)

While most climate-relate movement occurs within borders of ASEAN Member States, cross-border movement also occurs. Adverse effects of climate change can be divers of migration and also a risk to migrant workers in destination. Adaptation ad resilience strategies should first try to ensure conditions that enable people to remain where they live. If it is voluntary, labour migration under decent work conditions and with fair recruitment can also be component of such strategies. Key recommendations include that governments should work to ensure policy cohesion and develop connected and coordinated policy agendas for both climate change and migration.

Bridging the gap: an examination of teacher deployment in Cambodian preschools.

The current study examines teacher deployment strategies in Cambodian preschools and identifies challenges related to the supply and deployment of teaching staff in early childhood education by assessing the adequacy, efficiency, and quality of teacher deployment. The findings from the study highlight the severe teacher shortage, uneven distribution of qualified teachers and disparities in teacher quality in Cambodian early childhood education. Based on these findings, the study offers policy recommendations, including scaling up pre-service training, strengthening teacher workforce planning through improved data systems, and implementing targeted incentives to ensure a more equitable and sustainable ECE teacher workforce.

Parental Co-Residence: A Catalyst for Women’s Employment Outcomes in Cambodia?

Co-residence with parents may decrease domestic or childcare responsibilities for women when their parents share household duties; however, the reverse may happen as parents age, leading to increased domestic responsibilities when older parents require more care. This study, using the General Population Census of Cambodia 2019, investigate how co-residence with parents is associated with women’s occupational choices and how this relationship changes with parents’ age. This paper present two findings and provide several policy implications.

Gender Equality and Disability Inclusion

The purpose of these guideline is to inform key issues that create barriers for women and girls with disabilities in development programs, as well as provide an understanding of strategies to empower women with disabilities in their roles as community members, family members, workers, and leaders in all aspects of society. This guideline is designed to be practical with an outline of critical issues to address for women and girls with disabilities across all development work. A range of sectors is then identified to provide a more detailed and systematic approach to gendered disability inclusion approach in projects and program design, implementation, monitoring and review. Sector guidelines are provided for the social sectors of education, health and social protection.
The purpose of this survey is to provides an overview of the pressing skills gap and training priorities in several of Cambodia’s key economic sectors such as construction, electrical, manufacturing, mechanics and tourism & hospitality. The information from this survey can help government agencies, policymakers, businesses and educational institutions in Cambodia address workforce gaps through targeted training as well as to guide national and foreign investors on Cambodia’s current labour market.

Social Protection a Situational Analysis of Persons with Disabilities in Cambodia

This report is to provide a situational analysis of persons with disabilities in Cambodia. It will demonstrate that persons with disabilities in Cambodia often experience significant disadvantages compared to their peers without disabilities and that, in recent years, they have fallen behind the rest of the population. Consequently, the report will provide evidence that, if persons with and without disabilities are to enjoy the same opportunities and standards of living, the Royal Government of Cambodia (RGC) should increase its investment in and support to persons with disabilities across a wide range of public services. Further, persons with disabilities should be supported by legislation banning any form of discrimination.
This report serves as a concise summary of the in-depth research conducted in 2021. It presents key findings, country-level good practices, and detailed methodological advice. In Chapter 5, it presents a novel 5 step strategies that will guide policymakers, employers, and organizations, providing practical solutions to empower and improve the lives of domestic workers worldwide. At each step, reference is also made to ways in which the ILO can provide technical assistance.

Social Protection System Review of Cambodia

In 2017, the Royal Government of Cambodia published a new Social Protection Policy Framework (SPPF), providing an ambitious vision for a social protection system in which a comprehensive set of policies and institutions operate in sync with each other to sustainably reduce poverty and vulnerability. The Social Protection System Review of Cambodia prompts and answers a series of questions that are crucial for the implementation of the framework: How will emerging trends affect the needs for social protection, now and into the future? To what extent are Cambodia’s social protection instruments able – or likely – to address current and future livelihood challenges? How does fiscal policy affect social protection objectives? This review provides a contribution to the ongoing policy dialogue on social protection, sustainable growth and poverty reduction. It includes four chapters. Chapter 1 is a forward-looking assessment of Cambodia’s social protection needs. Chapter 2 maps the social protection sector and examines its adequacy. An investigation of the distributive impact of social protection and tax policy is undertaken in Chapter 3. The last chapter concludes with recommendations for policy strategies that could support the establishment of an inclusive social protection system in Cambodia, as envisaged by the SPPF.

How Immigrants Contribute to Developing Countries’ Economies is the result of a project carried out by the OECD Development Centre and the International Labour Organization, with support from the European Union. The report covers the ten partner countries: Argentina, Costa Rica, Côte d’Ivoire, the Dominican Republic, Ghana, Kyrgyzstan, Nepal, Rwanda, South Africa and Thailand. The project, Assessing the Economic Contribution of Labour Migration in Developing Countries as Countries of Destination, aimed to provide empirical evidence – both quantitative and qualitative – on the multiple ways immigrants affect their host countries.
The report shows that labour migration has a relatively limited impact in terms of native-born workers’ labour market outcomes, economic growth and public finance in the ten partner countries. This implies that perceptions of possible negative effects of immigrants are often unjustified. But it also means that most countries of destination do not sufficiently leverage the human capital and expertise that immigrants bring. Public policies can play a key role in enhancing immigrants’ contribution to their host countries’ development.

Continued research is necessary to better assess the effectiveness and long-term benefits of investing in these types of policies.

Policy Guidance on AI for Children

The guidance provides a brief description of what we mean by AI and AI systems. It then considers the range of ways in which AI systems impact children today, which are illustrated by use cases or examples that highlight the key opportunities, risks and concerns. Bearing in mind the need to uphold human rights, and drawing on the Convention on the Rights of the Child, the foundations for child-centred AI are presented.
AI policies and systems should aim to protect children, provide equitably for their needs and rights, and empower them to participate in an AI world by contributing to the development and use of AI. Building on this foundation are nine requirements for child-centred AI, complementing key work already underway, but with a central focus on children.
