Generative AI (GenAI) has emerged since late 2022 as a new way to create content. It promises productivity gains and, perhaps, transformational change. Further rapid developments in GenAI are to be expected. As the technology matures, there are likely to be many use cases in parliaments. A step-by-step, risk-based approach will be appropriate for most parliaments.

The National Program on Sub-National Democratic Development Phase 2 (NP-2) was designed as a long-term roadmap for the implementation of the Decentralization and Deconcentration (D&D) reform from 2021 to 2030. Phase 1 of the National Program on Sub-National Democratic Development ended in 2020. The Royal Government of Cambodia (RGC) recognizes that governance reform is essential to achievement of its economic and social goals. The main goal is ensure Cambodia becomes an upper-middle income country by 2030 and a high-income country by 2050. FISCAL DECENTRALIZATION REFORM IN CAMBODIA

The objective of this report is to review Cambodia’s progress with fiscal decentralization since the passing of major decentralization legislation in 2008 and commencement of the National Program for Sub-National Democratic Development, 2010–2019, extended to 2020 (national program). The review focuses on progress over the past 10 years since enactment of the Law on Administrative Management of the Capital, Provinces, Municipalities, Districts and Khans (Organic Law, 2008), and the identification of opportunities for future reform. Given the extended association of the Asian Development Bank (ADB) with decentralization reform, the report will inform future ADB operations and should also help foster broader policy discussion. Fiscal decentralization is defined as having four core pillars: revenue, expenditure assignments, intergovernmental fiscal transfers, and subnational borrowing (though subnational borrowing is not yet permitted in Cambodia and is therefore only briefly touched upon). The report focuses on fiscal decentralization because ADB has targeted most of its support for decentralization in Cambodia in this area, and also because progress with broader decentralization reform is closely linked to fiscal decentralization reform.

CAMBODIA’S CROSS-CUTTING REFORMS

Reforms have been ongoing. D&D reforms were initiated in the early 2000s. They aim to make service delivery more responsive and accountable to citizens through strengthening local democratic institutions and increasing citizen participation. The Public Finance Management Reform Program launched by the Ministry of Economy and Finance in 2004 has strengthened tax revenue administration and improved budget preparation processes and management at the central level, resulting in less variances and better budget execution. Reforms to PA gained momentum since 2014 and have led to much increased civil servant salaries, particularly at the lower end of the pay scale. Payments are now made electronically and on time through bank accounts, ghost workers have been curbed, and salary scales have been simplified and rationalized. Overall, the wage bill has increased to 7.7 percent of gross domestic product in 2017 (up from 4.4 percent in 2010).

The post-disaster setting is a complex and demanding environment, which needs a fast-paced response for assessing immediate needs and providing life-saving relief while also assessing the damages and losses and effectively planning for recovery to ensure a sustainable development process where risk reduction in the face of disasters is explicitly considered.
This paper aims to develop Cambodia’s context specific road sector guidelines for Post Disaster Needs Assessment (PDNA).
The youth online survey was the first activity launched to collect inputs from various youth groups on current development issues they experience or observe in their communities. It also aimed to identify their expectations and development priorities. Young people between the ages of 15 and 30 years participated in the survey from across Cambodia. It was posted online on UNDP platforms and social media and shared with various youth organisations, associations, and networks.

Road Traffic Accidents in Cambodia

Road traffic accidents are a leading cause of death in Cambodia. An average of 5.4 people die every day from traffic accidents in Cambodia, making it the sixth leading cause of mortality, greater than all deaths from HIV/ AIDS. As a middle-income country Cambodia now faces the mortality and morbidity challenges that come with increased levels of prosperity.
Road traffic accidents impose a major economic burden. This report re-estimates the cost of road traffic accidents in Cambodia for the first time in 10 years and finds this to be $466.8 million for 2019, equivalent to 1.7% of annual GDP. Of this total cost, 88.8% is due to loss of life and associated lifetime earnings.

ADB assisted the Government of Cambodia in implementing its Rectangular Strategy – Phase IV. In 2023, ADB committed a total of $90 million in lending to support efforts to strengthen public sector management at the national and subnational levels through improved governance and financial management. A $100-million loan was also provided to help Cambodia develop its pool of skilled workers in response to changing industry needs. ADB secured an additional $25 million in cofinancing to support the program.
ADB committed over $3.93 million in technical assistance to improve domestic resource mobilization, offer solutions on the impact of heat stress on workers, improve the efficiency of project implementation, and support for the implementation of
the government’s new Pentagonal Strategy Phase I, 2024–2028.
This Snapshot Report for the ASEAN region aims to assess ASEAN member states’ status in relation to the achievement of the SDGs at the onset of a global health crisis in 2020.

How Can Governments Leverage Policy Evaluation to Improve Evidence Informed Policy Making?

Policy evaluation contributes fundamentally to sound public governance. It can help governments improve the design and implementation of public policies that, in turn, can lead to prosperity for their country and well-being for citizens. Policy evaluation contributes to promoting public accountability, learning and increased public sector effectiveness through improved decision-making. The report provides a broad analysis across 42 countries of the institutionalization of policy evaluation, its quality and use. This systemic perspective allows for a full discussion of how evaluation can contribute to the policy cycle, as well as an overview of the policy tools that rely upon evaluation, such as budgeting and regulation. A sound institutional set-up can help align isolated and unplanned evaluation efforts into more formal and systematic approaches. Promoting both better quality and use can have a greater impact in ensuring that evaluation fully achieves its purpose.
This National Strategic Plan aims to achieve a long-term vision for Cambodia — every person is to have an identity. This will require building a modern, permanent, universal civil registration system (CRVS) that will generate reliable vital statistics and an integrated population identification system (IPIS) that will ensure that the country has a single reliable source of information about individuals and population. Building these systems will eliminate the necessity to develop parallel systems for population identification, thus ensuring the efficient use of resources. The NSPI foresees that each individual will be assigned a personal Khmer Identification Code (KIDC) at the moment of birth registration and will carry this code throughout his or her life. Individuals will be uniquely identifiable by this code when receiving services from the public or private sector.
Implementation of the plan will ensure that every person has a single, life-long identity.

The main objective of the annual agricultural survey was to provide data on the temporal agricultural situation in the Kingdom of Cambodia to be utilized by planners and policy-makers. The sampling approach for the CAS 2020, relied fully upon the sample from CIAS
2019. Due to the ongoing pandemic and safety and budgetary constraints, it was not feasible to conduct a household screening activity. As such, the CIAS 2019 sample was recycled in a panel approach and utilized for the CAS 2020. The CIAS 2019 used statistical methods to select a representative sample of Enumeration Areas (EA) throughout Cambodia from the 2013 Agriculture Census Sampling Frame. Households within these EAs were screened for any agricultural activity. Using this basic information, the agricultural households would be stratified and sampled for additional data collection. Because this effort focused principally on the household sector, a limited number of juridical holdings were encountered in this process. A juridical holding refers to an enterprise operated by corporations, cooperatives, government, or private institutions. A separate data collection effort focusing on juridical holdings was conducted at a later date, focusing on listings of non-household agricultural operations provided by the Ministry of Agriculture, Forestry and Fisheries
The aim of this document is to build national statistical capacity and to establish an efficient and durable national agricultural data collection system.

Cambodia Demographic and Health Survey 2021-22

The primary objective is to provide up-to-date estimates of basic demographic and health indicators. Specifically, awareness and use of family planning methods, breastfeeding practices, nutritional status of women and children, maternal and child health, adult and childhood mortality, women’s empowerment, domestic violence, awareness and behavior regarding HIV/AIDS and other sexually transmitted infection (STIs), and other health-related issues such as smoking. Moreover, the collected information is intended to assist policymakers and program managers in designing and evaluating programs and strategies for improving the health of the country’s population.
